3D Istanbul project aims to create digital model of Istanbul’s historical, cultural, and natural heritage, with the goal of preserving these values and transferring them to future generations. By following urban transformations, the changes in the city’s architectural texture over time, and the natural environment, the project provides a solid foundation for more accurate urban planning and investment decisions.
The project has developed as a highly realistic 3D digital twin of Istanbul, supports public and private sector stakeholders in making conscious decisions on urban investments, including zoning plans and infrastructure projects. The project offers real-time data, allowing users to experience current weather conditions, and facilitates detailed examination and analysis of urban structures.The project contributes to urban awareness and tourism while promoting sustainable development and environmental friendly urbanization, serving as a model for other cities.

3D Istanbul project is a unique and pioneering initiative in terms of public access, transparency, data-driven governance, and respect for cultural heritage. The uniqueness of the project
It is one of the few projects worldwide in which such a large area has been digitally modeled in three dimensions, and it is the first project in Türkiye to be implemented on such a comprehensive scale. The development of the city’s digital twin, through three-dimensional modeling of Istanbul’s spatial data, introduces a revolutionary innovation in urban planning, urban transformation, and infrastructure projects.
The project elevates city planning, traditionally conducted with 2D maps and analyses, by enabling simulations in a three-dimensional environment, allowing for more effective decision-making in urban management. Furthermore, Istanbul has become explorable through a three-dimensional map enriched with real-time data, offering an interactive experience to both residents and visitors.
Three-dimensional modeling allows for detailed analysis of distances between buildings, shadows, and environmental impacts, thereby improving the efficiency of urban planning and infrastructure projects. This combination of technical sophistication and practical application makes the project unique in both aspects.

3D Istanbul project was carried out with an advanced hardware and software infrastructure to produce, process, and publish high-resolution 3D mesh models. The modeling process utilized iTwin Capture Manager and ArcGIS Pro SDK for JavaScript. For geographic data management, three separate Enterprise environments were configured on the ArcGIS Enterprise infrastructure, comprising ArcGIS Portal, ArcGIS Server, and Data Store components.
For mesh production, six high-performance workstations were used, each equipped with an Intel Xeon Gold CPU, 256 GB of RAM, an NVIDIA RTX A5000 (24 GB VRAM), and a total storage capacity of 42 TB. This powerful hardware infrastructure provided supercomputer-level data processing capability. Local systems were preferred due to compatibility requirements with Windows-based software.The front-end development process was carried out using the ArcGIS JavaScript SDK, and the entire system was optimized to support comprehensive data integration.
- Difficulty of implementation
- Processing and modeling high-resolution three-dimensional data and presenting it on a user-friendly platform accessible to everyone is a significant challenge. Ensuring that the data is continuously updated, securely stored, and available for seamless, uninterrupted access requires a strong infrastructure. The sustainability of such a system also entails challenges, including long-term maintenance, regular updates, high costs, and the need for experienced team. Coordinating all these processes and managing resources are additional factors that make the poject more challenging.

3D Istanbul project, implemented by the Geographic Information Systems (GIS) Directorate of Istanbul Metropolitan Municipality (IMM), is a visionary initiative that digitally transfers Istanbul’s three-dimensional spatial model. Serving as a model for digitalization in local governments, this unique project initially began with the 3D modeling of Istanbul’s Historic Peninsula and was later expanded to encompass the entire city. As a result, Istanbul can now be explored through a detailed and realistic digital model. The project is accessible at https://3bistanbul.ibb.gov.tr/.
The project aims to preserve Istanbul’s historical, cultural, and natural heritage and transfer it to future generations. In this way, the project provides a rich experience for both researchers and curious users, while also supporting urban tourism. The project’s scope continues to expand, and the digital model, which now covers nearly the entire city, serves as an archive of Istanbul’s spatial data.
