Administrator Platform project is designed to enable managers to make data-driven, timely, and strategic decisions. To achieve this goal, the platform first consolidates dispersed data from various departments into a single centralized decision support system. This integration allows managers to see the “big picture,” perform holistic analyses, enhance transparency, and eliminate inefficiencies associated with manual reporting.
Another key objective of the platform is to leverage artificial intelligence algorithms for comprehensive analyses. By doing so, administrators can conduct predictive analyses, detect potential risks at an early stage, and plan resources more efficiently. With functions such as anomaly detection and forecasting, the system evolves from a passive reporting mechanism into an active governance tool.In summary, the project aims to modernize Istanbul’s management approach and provide decision-makers with a vision that goes beyond monitoring current operations to proactively managing the city’s future.

With the implementation of the Administrator Platform project, decision-making processes at the IMM have significantly improved in terms of speed, transparency, and data reliability. Manual data collection has been replaced by centralized, interactive dashboards, enabling administrators to respond more quickly to emerging situations.
The platform’s over 1,000 analytical cards allow administrators to make strategic decisions not only based on real-time data but also by leveraging historical trends and AI-powered forecasts. This has contributed to the more efficient allocation of resources in areas such as transportation, budgeting, and social services.AI-enabled anomaly detection (for example, in water consumption or traffic density) has facilitated the early identification of unusual patterns, fostering a proactive risk management culture and enabling rapid response.The fact that the project was entirely developed by internal teams has strengthened the municipality’s software capabilities, eliminated external dependencies, and established a cost-effective and sustainable system.
The uniqueness of the project
Administrator Platform project distinguishes itself from similar public sector solutions in several unique aspects. Its most fundamental difference is that all components including software, data architecture, and artificial intelligence modules were developed entirely in-house by Istanbul Metropolitan Municipality’s (IMM) technical team from scratch, without relying on external resources. This approach provides the project with economic sustainability and flexibility tailored to specific needs.
The platform goes beyond traditional monitoring and reporting systems, positioning itself as a tool for cultural transformation in public administration. It not only presents the current state but also, through AI-powered predictive and analytical functions, supports proactive management by highlighting “likely future scenarios.”
Another distinctive feature is its interactive and customizable user experience. Instead of static reports, the platform functions as a live management dashboard, allowing administrators to perform micro-analyses using dynamic data cards, filters, and various visualizations.

- Data from various sources is collected independently of any specific database or API Technologies, stored securely in a PostgreSQL database. The project is developed using PostgreSQL, Python, and Django technologies.

The primary challenge in the project was the integration of data flowing from 492 different sources through 1,450 services. The various data formats, quality, and update frequencies across departments required substantial engineering efforts to normalize, filter, and model the data into a unified structure.
The second major challenge was that the project was entirely developed in-house by IMM’s own technical team, without external resources. This approach required intensive workload management, effective knowledge transfer, and careful sustainability planning to ensure that the internal software capacity could successfully handle a project of this scale.Finally, the system needed to process both historical and real-time data consistently while enabling instant analysis, which posed a significant technical challenge. This necessitated infrastructure optimization that could simultaneously ensure high performance and robust data security.

Administrator Platform project, entirely developed using internal resources by IMM, is a pioneering digital management tool designed to enable administrators to access institutional data through a centralized system, thereby accelerating, deepening, and making decision-making processes more data-driven. In terms of scope, it provides a strategic infrastructure for conducting public services more effectively and efficiently in a metropolis like Istanbul, representing a unique model at the local government level in Türkiye.
The application consolidates 492 different data sources collected from various directorates and subsidiaries of the IMM into a centralized system, processing them through 1,450 services and presenting the results to administrators via over 1,000 analytical dashboards. To enhance usability, these dashboards are thematically grouped under 75 different tabs, enabling users to interactively analyze both current and historical data related to specific topics.The platform is not only designed for monitoring but also incorporates advanced analytical capabilities powered by artificial intelligence algorithms, including anomaly detection, trend analysis, and predictive forecasting. This allows administrators not only to understand the current situation but also to anticipate potential risks and develop proactive intervention strategies.One of the most remarkable aspects of the project is that the entire development process was carried out entirely by the IMM’s own technical team.Developed in-source, cost-effectively, and customized to institutional requirements, this system demonstrates how digital capacity can become a strategic advantage in the public sector. Administrator Platform is more than a software project; it is a transformative initiative that embeds data-oriented governance into the public sector’s operational culture.

Administrator Platform project is a comprehensive digital decision support system designed for the entire IMM management team, covering all processes from data collection to advanced analysis.
Within the scope of the project, 492 different data sources from municipal departments and subsidiaries were processed and integrated into the system through 1,450 separate services. This data are presented to administrators via over 1,000 dynamic and interactive cards (maps, charts, graphs, etc.) organized under 75 thematic tabs, covering areas such as transportation, budgeting, and social services.The system operates as a hybrid structure, allowing both real-time data retrieval and manual data entry. Furthermore, its responsive design enables access from desktops, tablets, or mobile devices, providing a strategic information infrastructure fully integrated into decision-making processes.
