The project's objective is a complete digital transformation of the HR processes of Tekstil Tajikistan LLC using 1C: Salary and HR Management CORP, adapted to the legislation of the Republic of Tajikistan.
Key objectives:
- Creation of a unified centralized personnel accounting and payroll system;
- Automation of HR processes and tax calculations in accordance with regulations;
- Implementation of a bilingual document flow (Russian and Tajik);
- Integration with the company's accounting data for prompt analysis of HR data;
- Reduction of labor costs and elimination of duplicate functions.
The project's objective was to replace manual Excel processes with a modern platform, improve the quality of management activities in the UK, and ensure the legal accuracy of HR documents in the national environment.

The uniqueness of the project
This project marked the first implementation of a localization of the corporate version of 1C: Salary and HR Management CORP in accordance with the legislation of the Republic of Tajikistan. Implementation of dozens of custom developments covering tax algorithms, reference books, and printed forms.
Key innovations include:
- bilingual interfaces and documents (Russian and Tajik);
- finding tax and benefit calculation algorithms;
- accounting for social security numbers, employee categories, marital status, and residence;
- automation of benefits, deductions, and average earnings according to national standards;
- development in Georgia for government agencies in Tajikistan—tax, insurance, and statistics.
A project leveraging continental technological competence and deep localization, creating a unique product unmatched in the Central Asian market.

The project's main challenges were related to the deep localization of economic solutions not originally designed for a foreign environment. More than 30 unique developments had to be implemented, including tax algorithms, professional reference books, and interface translations.
The team must ensure the legal accuracy of calculations and the bilingual nature of all documents, aligning the wording with legal requirements.
The complexity included the need to engage specialists with 1C:Accounting and 1C:Holding Management, as well as training employees who had not previously worked in corporate services.
Despite the scale and time constraints, the project was completed on time and within budget, a result of the team's strong coordination and effective project management.

Textile Tajikistan LLC is a large manufacturing company with over 2,000 employees and six legal entities. Prior to the introduction of personnel records management and payroll calculations, they were managed through disjointed communications and Excel, which led to errors, duplication of information, and non-compliance with legal requirements. To solve this problem, a decision was made to implement 1C:ZUP CORP with extensive adaptation to national law. The selected contractor was 1C:First Bit (Sportivnaya office), which has experience in international projects and localizing corporate solutions.
Implementation stages:
- HR accounting. Design of role structures, transfer of directories, employee training, launch of pilot operation.
- Payroll and tax calculation. Development of algorithms for national rates, PDD benchmarks, social performance indicators, and calculation of average earnings.
- Integration and reporting. Setting up two-way exchange with 1C:Accounting and 1C:Holding Management, performing regulatory and statistical reporting.
Key functions:
- Full localization of interfaces and document forms in Tajik and English.
- Automation of tax and social settlements in somoni, taking into account employee categories.
- Development of job reference books based on concepts and classifiers according to national standards.
- Implementation of accuracy and error monitoring for calculations and order processing.
