    Transform fragmented eSocial operations across São Paulo State into a unified, auditable digital governance layer supporting 1.1 million active, retired and pensioner records, 2,500 legal entities and 47 public bodies. The award scope operationalizes Portaria RFB 632/2025 and the governance model required by Decree 70.693/2026. Objectives include standardized ETL and validation across more than 40 source systems, transmission/reception with protocol- and receipt-level evidence, a historical XML mirror since November 2021, an authoritative Single Source of Truth, continuous reconciliation, automated mass remediation, fiscal/CND risk control and executive auditability. By the award cut-off, all required eSocial reporting from November 2021 through the current reporting month will be remediated, transmitted and accepted by the federal environment with traceable protocol and receipt evidence.

    More than 1 million inconsistencies have already been remediated and approximately 4 million eSocial events transmitted, with approximately 11 million expected by 31 October 2026. During September 2026, the approximately R$2.2 billion public fiscal divergence is being reduced at about 15% per week, with near-zero targeted by month-end; the final achieved result must be refreshed before submission. CND impacts are actively identified and treated monthly, and the platform automatically monitors data conditions related to special-retirement rights. Phase 1 concludes when all required reporting from November 2021 through the current month has been accepted by the federal environment with protocol and receipt evidence.

    The project operates at unusual public-sector scale: 1.1 million people, 2,500 legal entities, 47 public bodies, more than 40 heterogeneous source systems and more than 116 million historical XML records. A conventional eSocial messaging solution transports events. This program reconstructs, validates and governs the complete compliance lifecycle: source data, transformation rules, transmission, federal acceptance/rejection, receipts, historical reconciliation and mass remediation. It establishes an auditable Single Source of Truth and supports automatic, large-scale rectification, exclusion, reopening, closing, retransmission and historical reprocessing. More than 1 million inconsistencies have already been remediated; about 4 million events have been transmitted; and assisted remediation has raised acceptance from roughly 72% at initial processing to above 98%.

    The hardest technical problem was defining the data rules required to create an authoritative Single Source of Truth across more than 40 heterogeneous source systems while reconciling what originated in payroll and legacy platforms with what was actually accepted by the federal eSocial environment. The program simultaneously manages 1.1 million people, 2,500 legal entities, 47 public bodies, multiple employment and pension regimes, more than 116 million historical XML records and mass correction operations without interrupting current statutory transmissions. Complexity is amplified by two nontechnical constraints: redesigning internal processes across autonomous public bodies and meeting immovable regulatory deadlines. A daily situation-room/PMO cadence coordinates SGGD, SGP, SEFAZ, CGE, PRODESP, participating bodies and the supplier across data, legacy, API, DevSecOps, QA, SRE, security/LGPD, BPM, change and eSocial/tax disciplines.

    Brazil’s eSocial consolidates labor, tax, social-security and occupational-health reporting in a federal digital environment. The São Paulo program began on 15 August 2025 to transform fragmented compliance operations into a statewide digital-governance capability covering 47 public bodies, approximately 1.1 million active, retired and pensioner records, 2,500 legal entities and a monthly payroll of R$14–17 billion.The architecture is deployed on-premise inside PRODESP, adapted to Oracle OpenShift and integrated with the State Data Lake. More than 40 heterogeneous source systems and data feeds are normalized through ETL, APIs and controlled file interfaces. The core engineering challenge was defining the data rules needed to build an authoritative Single Source of Truth that reconciles source payroll/workforce data, transformed events, federal acceptance or rejection, receipts and the historical state actually recorded in eSocial. The mirror environment reaches back to November 2021. A current processing dashboard snapshot shows 116,184,353 XML records across 45 organizational units, within the wider 47-body program scope.A conventional messaging layer would stop at transport. The program governs the full compliance lifecycle. It preserves protocol- and receipt-level evidence and executes high-volume remediation including automated mass rectifications, exclusions, reopenings, closings, retransmissions and historical reprocessing. Generative AI supports occupational/CBO classification; predictive analytics and machine-learning models support compliance analysis; and hyperautomation performs CND/CRF monitoring, e-CAC mailbox monitoring, XML validation/reconciliation, automated cross-checks and compliance alerts.Wave 1 is complete and Wave 2 is starting. Event acceptance begins at roughly 72% in initial processing and, as data rules and inconsistencies are corrected directly in Agnes, rises above 98%, with near-100% targeted by the end of September 2026. Corrections that previously lacked an integrated remediation mechanism can now be executed immediately within the platform. Governance is continuous, with a daily cross-functional situation-room/PMO cadence across SGGD, SGP, SEFAZ, CGE, PRODESP, participating bodies and Agnes.
