Goals

Funded by the UNODC with Mozambique Maritime Court as the beneficiary, the expected outcome of the project is to strengthen the capacity of the Government of Mozambique to better ensure public safety and national security by disrupting maritime crime, terrorism and violent extremism, and associated crimes through capacity building efforts targeted at criminal justice officials, law enforcement and first responders dealing with counter-terrorism and maritime crime operations in Mozambique. Software suite named "CasaNuvem" was implemented with the following features to achieve these outcomes:

The uniqueness of the project

The uniqueness of this project lies in Revolutionizing Judicial Efficiency and Empowers Courts with Secure Collaboration and Document/Knowledge Management.
In today's fast-paced world, courts face growing demands for efficiency, transparency, and secure management of sensitive information. As we work to enhance justice delivery, particularly in low-resource regions in Africa, where infrastructure challenges persist, an integrated eDMS offers a game-changing solution.

Used software
The core engine of the system and database are built on opensource technologies and will be hosted on a private cloud due to data residency requirements for Government Institution. The base Operating System will be a fully containerized cloud environment.
Difficulty of implementation

1. Infrastructure Limitations:

– Power Supply Issues: Frequent power outages may disrupt system availability, affecting productivity and continuity of operations.

– Connectivity Challenges: Limited or unstable internet connectivity could hinder data syncing, remote access, and communication, making it difficult for staff to work efficiently, especially in a hybrid or remote setup.

2. Technical Integration with Existing Systems:

– Compatibility with Legacy Systems: Integrating the new system with existing court management or legacy IT systems may require some configurations and resolution of potential compatibility issues.

– Data Migration: Transferring data from existing databases to the new system could be cumbersome, especially if the data is stored in various formats and locations.

3. Data Security and Privacy Concerns:

– Risk of Data Breaches: Handling sensitive legal information requires stringent security measures. Ensuring end-to-end encryption, robust access controls, and compliance with local data protection regulations may be challenging.

– Managing Access Controls: Setting up appropriate access permissions for different user roles could be complex, especially if the user base is large and diverse.

4. User Adoption and Training:

– Resistance to Change: A few Court staff are resistant to adopting new technology, especially if they are accustomed to traditional, manual processes.

– Need for Comprehensive Training: Ensuring all users are proficient in using the new system might require extensive training sessions, which can be time-consuming and resource-intensive.

5. Logistical and Operational Issues:

– Limited Technical Support: On-site technical expertise may be scarce, especially in remote locations like Pemba. This could delay troubleshooting and maintenance activities.

– Coordination Across Multiple Stakeholders: Engaging various stakeholders, including judges, court clerks, and external partners, and ensuring their alignment can be challenging, potentially affecting project timelines.

6. Language and Cultural Barriers:

– Multilingual Interface Adaptation: While the system supports multiple languages, ensuring seamless functionality in all required languages (Especially Portuguese) may still present challenges, especially if there are specific legal terminologies involved.

– Cultural Differences in System Usage: Differences in how staff from various regions approach work could impact the standardization of workflows.

7. Legal and Compliance Challenges:

– Adhering to Local Regulations: The system must be compliant with Mozambique’s legal framework, which may require modifications to meet local data protection laws and court protocols.

– Data Sovereignty Issues: Ensuring that sensitive legal data remains within jurisdictional boundaries can complicate system deployment, particularly if cloud-based solutions are considered.

Project Description

This project is targeted at knowledge management digital transformation for the Maritime Court of Mozambique and it will incorporate the following components and features:

Project Timeline: July 2024 - November 2024

Location: Pemba, Mozambique

1. Document Management and Collaboration

a) Centralized Document Repository: CasaNuvem will act as a secure, centralized repository for legal documents, case files, and court records. All stakeholders (judges, lawyers, court clerks, etc.) can access the latest versions of documents without worrying about duplication or outdated files.

b) Collaborative Document Editing: With integrations like OnlyOffice or Collabora Online, multiple users can edit court documents (e.g., judgments, legal briefs) in real time, without the need for external tools.

c) Case File Sharing: Securely share case files, evidence, or rulings with authorized parties within the court or with external lawyers, experts, and other stakeholders through protected links.

2. Data Security and Privacy

a) End-to-End Encryption: Given the sensitive nature of court records, CasaNuvem ensures data is protected with end-to-end encryption both at rest and in transit, keeping documents safe from unauthorized access.

b) Access Controls: Strict access control policies can be enforced, ensuring that only authorized personnel can access specific files or folders, which is crucial for protecting confidential legal information.

c) Compliance with Data Regulations: CasaNuvem supports compliance with local and international regulations like GDPR, which can be adapted to Mozambique's legal framework for data protection.

3. Offline Access and Limited Connectivity

a) Local Hosting: Since the Maritime Court in Pemba faces issues with LAN, internet connectivity, and power, Nextcloud can be hosted locally on a server within the court’s data center. This reduces the dependency on external internet connections and ensures the court can operate even when disconnected from the internet.

b) Sync and Offline Access: Court officials can access files offline using the Nextcloud desktop or mobile apps. Once the connection is restored, files are automatically synced, ensuring the latest documents are always available.

4. Case Management and Workflow Automation

a) Workflow Automation: Automate court processes, such as case assignments, document reviews, and approvals, which can streamline case handling. Alerts and reminders can be set up for key deadlines or court hearings.

b) Task Management: Integrated task management tools help assign tasks to judges, clerks, and legal staff, ensuring smooth case progress.

5. Courtroom Presentation and Remote Access

a) Courtroom Displays: Judges and lawyers can access and present evidence stored in Nextcloud during court proceedings, with the ability to display documents, images, or videos in real-time.

b) Remote Collaboration: For legal professionals working remotely or from different locations, CasaNuvem’s secure sharing and collaboration tools allow continued access to court files, case details, and communication without being physically present in the courtroom.

6. Communication Tools

a) CasaNuvem Talk: This feature provides secure video conferencing and chat, which can be used for internal discussions among court staff or remote hearings, especially in cases where participants cannot be physically present due to security or logistical reasons.

b) Audit Logs and Transparency: CasaNuvem tracks all file access and modifications, offering audit trails that can be crucial for maintaining the integrity of legal documents and ensuring transparency in judicial processes.

7. Power and Resource Efficiency

a) Low Resource Consumption: CasaNuvem can be deployed on relatively modest hardware, making it suitable for environments like the Maritime Court in Pemba where power supply is a concern. It can run on local servers without heavy infrastructure needs.

8. Integration with Existing Systems

a) Court Management Systems: CasaNuvem can be integrated with any existing or future Case Management System (CMS), ensuring that documents and case files are seamlessly accessible from the same platform.

b) Integration with Legacy Systems: If the court still uses legacy IT systems, CasaNuvem can serve as a bridge, offering modern cloud capabilities while supporting existing workflows.

9. Training and Capacity Building

a) User-Friendly Interface: CasaNuvem’s user interface is intuitive, making it easy for court staff, especially those with limited technical experience, to adopt and use it for daily operations.

b) Support for Multilingual Interfaces: In a multilingual environment, CasaNuvem supports multiple languages, ensuring usability for staff fluent in Portuguese, English, or local languages.
