The goal of the project is creation a modern system for controlling subscriber’s payments to improve the quality of services providing Tashkent with heat energy.
Project goals:- Improve work capacity and optimize the billing system.
- Improve payment processes with individuals and legal entities.
- Speed up report preparation and reduce man/hours in departments.
- Increase the transparency of information on heat meters, accounting for adjustments and recalculations.
- Define user authorities and ensure high standards of security information necessary for a such high level international company.

- Labor costs were reduced by 30%. The system helps to eliminate many manual and duplicate operations.
- The number of errors is significantly reduced, since the program uses the methodology of prohibiting editing of past periods and controls the correctness of the entered data.
- During the project implementation, Rarus team paid huge attention to the work with personnel on the site of the enterprise. This made possible to make payments on time and prepare receipts for subscribers. Closing the month speed up in 10 times.
- The settlement processes with individuals and legal entities have been improved.
- The transparency of recording information on heat meters has been increased.
- The user’s authorities are clearly delineated. The level of information security of users on all devices has also increased.
- Before system optimizing and server capacity, the required reports were collected more than a week. Now the process takes 3-5 days, after a complete transition to the new system the time will be reduced to several hours.
The uniqueness of the project
The long-term goal of the project is to create the possibility of servicing users in a single window mode.For convenience, the billing system is configured to integrate and download the following data:
1) Personal accounts of subscribers: uploading information on personal accounts, making payments through payment systems, loading payment registers into the billing system.
2) Geoclassifier web service: automatic loading and updating of the mahalla graders (territorial and administrative division of blocks and districts of the city).
3) Telegram-bot: downloading registers with counter’s data received from subscribers.
4) «1С:Accounting» for Uzbekistan: input data from bank statements received from the accounting department to revise downloaded payments using the report.
5) Preliminary data for monthly calculations: downloading registers, control instruments data, facility shutdowns, flushing, adjustments.

- Difficulty of implementation

- The data for the new program was partially missing or not updated enough.
- It’s become necessary to correct, transfer and merge a large amount of data, including charges rotations.
- During the same time accounting in two systems on the beginning of project, the load on users is increased.
- Its necessary to reorganize and optimize users working process when changing to the new program.
- The adaptation and switch over to the new system become more difficult due to significant differences in accounting methods in the previous and in the new programs.

ООО «Veolia Energy Tashkent» — district heating supply system provider. The company provides with heating energy 436 thousand subscribers in Tashkent - individuals and legal entities. In Veolia Energy Tashkent where is working more than 4 thousand employees.For settlements with subscribers, the heat supply company used products which were developed themselves by the company’s specialists based on the 1C:Enterprise 7.7 platform.
Over the past 20 years, the company's data volume has significantly increased. This affected the performance of the current system and the ability to integrate with modern solutions and services. At the start of the project, the database had grown to the terabyte, which caused problems with data and system updating.
In this regard, the company was faced with the problem of choosing a new modern tool for activities digitalization. At the beginning, self-written products from other utility services were considered, for example, for electricity and water supply payments. However, they did not meet the objectives of the enterprise. After some products demonstrating, «1C:Heating supply system control» was recognized as the more convenient solution - according to preliminary estimates, the packaged functionality covered about 80% of the enterprise’s needs.
1C-Rarus was chosen as a partner for the launch of the new system, whose team has extensive implementation experience in the same area. An important selection criterion was the readiness of the IT partner’s team to get involved as much as possible in the project directly at the enterprise.
Project scope:- 500 working places in Veolia Energy Tashkent.
- 436 000 subscribers.

After the system was launched into process operation, large-scale training of the company personnel was carried out: firstly, on test examples in classrooms, then at work sites. Text and video instructions and manuals have been prepared, and a two-level technical support line has been arranged with developers the participation.Currently, «1C:Heating supply system control» is already used by about 500 employees of Veolia Energy Tashkent. Cooperation with the 1C-Rarus team continues in terms of support and further system development.The profit of this transformations is very notable for the enterprise, because hot water supply services are subsidized by the government in the amount of 85% of the cost, and the speed of reports collecting and calculating charges directly effects on the timing of applications and the number of subsidies.
