Goals
  1. Provision of convenient cloud services for businesses and government institutions across the Republic of Armenia through a unified platform.

Project Results
Currently, this is the largest public cloud installation in the Republic of Armenia, with automated deployment processes. The project demonstrated a high level of innovation and flexibility in service management. Automation, customization, and localization have made cloud services accessible and convenient for use across Armenia.

For PJSC "Rostelecom," the experience of successfully deploying a cloud platform based on third-party providers outside Russia will serve as a foundation that can be scaled for other projects both within the country and internationally.

The uniqueness of the project

For Rostelecom, this project marks a unique first experience in deploying an independent Public Cloud platform for commercial clients outside the Russian Federation. Key aspects include:

  1. Local Market Adaptation
    The Public Cloud has been localized for the Armenian market, with all interfaces, including the user portal, translated into Armenian. Pricing is displayed in the local currency (AMD), and both the phone format and color scheme have been customized to suit local preferences.

  2. Automation and Integration
    New APIs were developed to automate billing, service management, and routine employee processes. For customers, a self-service portal enables flexible, real-time management of their virtual infrastructure, while managers and technical support staff benefit from streamlined, faster customer service.

  3. Dedicated Cloud Platform Instance
    A separate, isolated instance of the cloud management system has been deployed in an Armenian data center, allowing flexible scalability of the cloud infrastructure.

Used software
The cloud platform management system is our own development, registered in the register of domestic software of the Ministry of Digital Development of the Russian Federation. Registry entry No. 4234 dated 03/29/2018.
Difficulty of implementation
1. Localization and Adaptation
   The platform and public cloud services had to be fully localized to meet the requirements of OVIO and local realities, including interface translation, adaptation of client processes, working with the local currency, and compliance with local legal frameworks. This required significant system modifications, integrations with local services, and customization of user interfaces.

2. Integration with Local Infrastructure 
   The cloud platform was integrated with OVIO’s existing IT infrastructure within the project. The complexity lay in the differences in technical standards and security requirements.

3. Data Management and Security
   Since the project involves data processing and storage, it was essential to consider the specifics of Armenia’s data protection legislation.

4. Implementation and Coordination
   An international team was formed to implement the project. Many tasks were solved remotely, requiring additional coordination and clarity in management.
Project Description

The nominated project demonstrates a comprehensive approach to creating a cloud platform, unified architecture, process automation, and integration of all services into a single, high-tech space adapted for the local market.

  1. Creating a Separate Cloud Platform Instance
    A separate instance of the Cloud Platform Management System (CPMS) was deployed at a data center in Armenia, providing flexibility and reliability for all services at the location of service delivery. The public cloud is available to clients across Armenia, offering cloud services for businesses and government institutions.

  2. Architecture
    The project developed and approved the architecture of the public cloud, fully adapted to Armenia’s internal requirements. This solution became the foundation for further cloud infrastructure development, providing secure and scalable IaaS solutions and, in the future, PaaS and SaaS solutions.

  3. Unified IT Landscape
    The project implemented a unified IT landscape integrated with billing and reference systems (MDM), ensuring seamless alignment of data on contractors, tariffs, and services across all systems. This minimizes discrepancies and increases transparency in management reporting, allowing better data control and reducing errors.

  4. Client Portal
    A single client portal was created for managing cloud services, allowing clients to monitor services, track expenses, and receive real-time technical support. The portal serves as a "one-stop window" for interacting with the provider, significantly reducing the workload on support staff and improving client convenience.

  5. Optimization of Sales and Service Processes
    A unified management panel was developed for sales managers, enabling them to place orders on behalf of clients, record agreements, and manage requests. This reduced response times from several hours to just a few minutes, improving efficiency and service quality.

  6. Billing Automation
    OVIO clients can now independently modify service parameters through the client portal, with the system automatically generating invoices based on these changes. This eliminates manual input and reduces the risk of calculation errors.

  7. Integration with Infrastructure
    Integration with billing systems and setup of email and SMS servers for automatic notifications made processes as automated and convenient as possible for clients.
