The GIS-based system is designed to ensure that the plan data is up-to-date, accurate, and easily accessible on maps. Additionally, the SMS notification system allows citizens to be directly informed, improving communication efficiency within administrative processes.The application has enhanced efficiency, citizen-centricity, and inclusivity in municipal services by saving time, labor, and costs, while also supporting digital transformation and sustainable governance in urban management.

Digital Urban Plan project strengthens citizen participation and enhances transparency in local government processes. Citizens can easily access zoning plan and plan amendment information at the neighborhood level, and SMS notifications ensure they are timely informed regarding issues directly affecting them. This allows them to exercise their legal rights of objection within the designated period and actively participate in decision-making processes.
The application also facilitates the collection of citizen feedback, enabling needs to be addressed more quickly and effectively. Furthermore, digitalization increases efficiency in administrative processes and reduces costs.The application has improved efficiency in terms of time, accessibility, and labor, prevented potential grievances, and enhanced inclusivity in municipal services.
The uniqueness of the project
Digital Urban Plan is an innovative GIS-based application that strengthens citizen participation, enhances transparency, and supports digital transformation in zoning plan and plan amendment processes. By transferring traditional announcements from municipal building notice boards to a digital platform, citizens are no longer required to visit the municipal offices to access plans or continuously follow plan-related agendas. Through Digital Urban Plan, citizens can now easily access plan information 24/7 at the neighborhood level.
In addition, the SMS notification system keeps users immediately informed about public display processes in their neighborhoods or areas of interest, enabling them to exercise their legal rights of objection within the required timeframe. The application promotes equality in access to information while saving time, effort, and costs. It also enhances citizen-centricity, inclusivity, and participation in local governance. Digital Urban Plan stands out as an innovative e-government application in Türkiye that digitizes urban planning processes.
- Used software
- The technology was developed using Node.js, Docker, Kubernetes, the Esri JavaScript API, HTML5, and .NET technologies, and was designed to be responsive and compatible with mobile devices. Also, the project was implemented using the internal resources of the Istanbul Metropolitan Municipality (IMM).
- Difficulty of implementation

The primary challenge in implementing Digital Urban Plan project was the standardization and integration of zoning plan data from various sources into a GIS-based system. In addition, internal coordination, data sharing, and adaptation of existing processes to digital transformation posed significant difficulties. Ensuring that plan data collected from different departments were both up to date and verifiable required considerable time, while transferring existing workflows to the digital environment led to certain process inconsistencies.
To facilitate public adoption of the new system, awareness and information campaigns were conducted, and based on user feedback, improvements were made to both the interface and the SMS notification system. The initial technical and organizational challenges were successfully addressed through effective communication, training, and continuous testing processes, enabling the project to achieve its objectives. Developing a user interface compatible with multiple devices, as well as conducting performance and accessibility tests, also required additional effort and time.

Digital Urban Plan is an innovative GIS-based digital application that enables citizens to access zoning plans and plan amendments in a timely and transparent manner, approved by IMM Council and the IMM Mayor’s Office.
The primary goal of the application is to facilitate citizen access to information during plan approval processes and to allow them to exercise their rights of objection promptly and effectively. Previously, public display processes could only be followed via notice boards located in municipal buildings. With this project, these processes have been digitized, creating a platform that is easily accessible to everyone.Digital Urban Plan’s user-friendly interface, compatible with both mobile and desktop devices, allows citizens to instantly track plan changes in the neighborhoods where they live or areas of interest. The system aligns newly approved plans or plan amendments with up-to-date GIS data and presents them to users with visual, spatial, and textual information.Through the integrated SMS notification system, users can receive instant alerts for plan changes in their own neighborhoods or any other area of interest. This enables citizens to monitor zoning plan processes transparently and efficiently without visiting municipal offices and to submit necessary applications within the legally mandated 30-day objection period.Digital Urban Plan is developed as part of IMM’s digital transformation initiative and its commitment to participatory governance. The project enhances transparency in public services and strengthens citizen participation in local governance. Thanks to its GIS-based structure, plan data can be interactively viewed on maps, and users can easily access related plan notes and approval decisions.In summary, Digital Urban Plan digitizes traditional announcement methods, eliminating time, location, and access constraints. It stands out as an innovative e-government application that encourages information-based citizen participation in planning processes. Digital Urban Plan project enables citizens to digitally access zoning plans and plan amendments approved by IMM Council and the IMM Mayor’s Office across the entire city of Istanbul. The project comprises a GIS-based map application, web and mobile user interfaces, an SMS notification infrastructure, and data integration modules.
Through the application, citizens can view plan changes at the neighborhood level and easily access information about public display periods, objection rights, and related links. The project covers all districts and neighborhoods in Istanbul, providing a shared, up-to-date, and transparent information platform for citizens, urban planners, local administrators, and decision-makers.As a result, the project enhances accessibility, participation, efficiency, and institutional coordination in zoning plan processes.
