Kazakhstan entered the top 25 countries in terms of e-government development and the top 10 in terms of online services index
According to various criteria related to this area, our country consistently occupies leading positions in the world. For example, according to Finprom.kz , in the UN ranking of countries by the level of development of electronic government (E-Government Development Index, EGDI) in 2024, Kazakhstan entered the top 25, taking 24th place among 193 countries - immediately plus four positions. Moreover, according to one of the main sub-indices of the rating - the online service index (OSI) - our country entered the top ten.
The OSI reflects the availability and quality of online services that the state provides to citizens via the Internet, including how wide the range of services offered is and how complete the online interaction is, from the submission of applications by citizens to receiving results. Kazakhstan ranked 10th in this indicator, slightly behind Japan, one of the most technologically advanced countries in the world. For comparison: the next best result among all CIS and Central Asian countries after Kazakhstan is Armenia, and it is only 53rd place. Russia took 56th place, neighboring Uzbekistan - 59th, Kyrgyzstan - 89th, and Turkmenistan was among the anti-leaders, in 172nd place.
South Korea opens the ranking with the highest possible index of 1, and Eritrea closes the ranking with an index of 0.
The banking sector of Kazakhstan plays a key role in the digitalization and availability of GovTech for citizens. The largest banks, within the framework of their online ecosystems, promptly introduce all sorts of government services related to almost all spheres of citizens' lives, as well as a variety of services for businesses. We are talking about a truly huge range of government services - from filing an application for marriage registration, changing documents, driver's licenses, to tax and other declarations, starting a business, obtaining information about legal entities, and so on.
For example, the Halyk Bank app currently offers more than 60 services, Kaspi.kz has about 40, Bank CenterCredit has more than 30, and Freedom Bank has just under 20.
We will also provide data on the e-government development index as a whole . Here, as we have already mentioned, Kazakhstan took 24th place. Denmark, Estonia and Singapore open the EGDI rating, and the Central African Republic closes it.
Among the CIS and Central Asian countries, Russia comes after Kazakhstan, but only in 43rd place, followed by Armenia (48th), Uzbekistan (63rd), Moldova (70th), Azerbaijan (74th), Belarus (77th), Kyrgyzstan (78th), Tajikistan (123rd) and Turkmenistan (145th).
The rating consists of three main components - the already discussed OSI online services index, the Telecommunication Infrastructure Index (TII), according to which Kazakhstan was in 41st place, having gained 23 positions in a year, as well as the Human Capital Index (HCI), according to which our country took 42nd place, having lost 14 positions.
Thus, Kazakhstan’s high positions in EGDI are generally ensured by the country’s entry into the top 10 in OSI, that is, the availability and quality of online services.
