China outlines national AI integration goals


By 2027, China aims to achieve a 70% adoption rate of national AI, and by 2030, it aims to reach 90%. These goals are outlined in the government's new directive.

The main objectives are to "change the way we produce and live our daily lives" and "ensure a revolutionary leap in manufacturing." This involves integrating AI into the technology sector, industry, consumption, management, social welfare, and international cooperation.

Possible applications of AI in manufacturing include:

  • smart agricultural machinery;
  • industrial drones;
  • robot farmers;
  • self-driving delivery drivers.

The goal by 2027 is for 980 million Chinese citizens to use AI solutions. By 2035, China aims to fully transition to a "smart economy" and a "smart society."

For comparison, as of 2022, the penetration rate of smartphones in China reached 68.4%, while the rate in the United States was 81.2%.


The directive calls for the creation of "AI-first enterprises" and encourages market participants to adopt the technology. The document also calls for the promotion of "intelligent interconnectedness of everything."

Beijing views AI as an element of the “international public good” and promises to help the Global South develop advanced open-source solutions.

At the same time, the government recognizes the risks, including the opacity of models, hallucinations, and algorithmic discrimination.

As a reminder, in July 2025, it was reported that companies in China plan to purchase more than 115,000 high-tech Nvidia chips to power new facilities and further train AI models.
