Thanks to the segmentation of families into categories of well-being, we managed to provide more than 3 million services in a proactive format to citizens of Kazakhstan. More than 300 thousand families have been identified as potential recipients of preferential public housing, about 250 thousand children have been identified as potential recipients of hot meals, etc.
The uniqueness of the project
The uniqueness of the project lies in the introduction of big data analysis into the system of managerial and strategic decision-making at the state level, in particular, the leadership of the presidential administration, the government apparatus and central government bodies. The digital family map allows you to identify the most needy families in order to target government support measures to the most needy citizens. Also, this tool can be used in all government programs in order to prioritize the provision of support to citizens from socially vulnerable segments of the population.

The project uses advanced technologies such as big data analytics, digital identities, digital connectivity, data warehousing and BI visualization. These tools are used to measure parameters, identify family vulnerabilities and provide government support services.
- Difficulty of implementation

Since the beginning of its operation, our project has faced a large number of problems ranging from imperfect legislation in terms of data management to misunderstanding by government officials and an emerging reluctance to assist in terms of integration and methodological analysis. As a small team, we overcame the problems of lack of competence, hardware, human resources and budget and were able to build our hardware and software complex in the form of a Data Lake using only open source products.

The digital family card is integrated with the Smart Data Ukimet analytical system, it is a daily "Electronic notifier" of citizens, which collects data from various government agencies, determines the level of social well–being of citizens and provides information on the rights to receive one or another type of guaranteed state support, depending on social status.
This information system provides assistance to citizens in a proactive format, that is, without waiting for the service recipient to contact them.
That is, the state, through the information system, will itself offer a citizen to receive one or another type of state support, without the need to contact the relevant authorities.
In addition, it will speed up activities and improve the quality of relevant public services, eliminating corrupt practices.
Currently, Kazakhstanis who are eligible to receive state support measures through the "Digital Family Card" are assigned 9 types of benefits and social benefits without any applications.
These are social benefits in case of loss of income for pregnancy and childbirth, social benefits in case of loss of income for child care, social benefits in case of job loss, social benefits for loss of breadwinner, benefits for parents (guardians) raising a child with disabilities, disability benefits, benefits for large families, targeted social assistance, benefits for mothers with many children awarded with "Altyn alka" and "Kumis alka" pendants.
Also from January 1, 2023.automatic notification of the possibility of receiving pension payments through the "Digital Family Card" has been implemented.
In particular, when establishing the right to receive state support measures, an SMS message from the Unified Contact Center 1414 is sent to the potential recipient.The citizen who has received the notification must reply to him about his consent.The application and assignment of social benefits or payments are made automatically, after which the funds are transferred to the recipient's bank account.
In order to prevent fraud risks, it is necessary to respond to SMS messages received from the Unified Contact Center 1414.

- The project is primarily aimed at civil servants of the Republic of Kazakhstan to create decision support systems based on big data. However, at the moment, we are actively sharing our experience with other countries and plan to provide access to our best practices to partner countries without a commercial basis.
