Goals

Strategic goal: Creating a unified digital HR ecosystem for a transnational project as the foundation for operational efficiency, management flexibility, and Rosatom State Corporation's digital sovereignty in the international arena.

Key objectives:

  • Digital transformation of HR operations at the Rooppur NPP construction site and personnel payroll

  • Ensuring regulatory and tax compliance within the jurisdiction of the People's Republic of Bangladesh

  • Creating a unified digital workspace for cross-cultural interaction

  • Forming flexible and scalable IT architecture through ecosystem integration

  • Automating mobility management and visa support for personnel

  • Ensuring digital sovereignty and process standardization within the global structure

Project Results

Our achievements:

  • HR department workload reduced by 40% through automated request processing and elimination of manual data entry

  • Achieved 100% compliance with tax and labor legislation requirements of the People's Republic of Bangladesh

  • Implementation of an intuitive service in employees' native language dramatically increased engagement and transparency of HR processes

Additionally, the information system implementation achieved:

  • Average cost savings within the "HR Hub" creation — up to 66 million rubles

  • SLA performance level above 93%

  • User satisfaction (NPS) level above 98%

  • Self-service request rate and application submission at 97% (through mobile app)

  • Increased HR service availability at the Rooppur NPP construction site by 83.96%

The project not only solved tactical tasks but also created a strategic asset for replication across other Rosatom international projects.

The uniqueness of the project

For this highly complex international project, we chose a domestically developed, import-independent solution included in the Russian Ministry of Digital Development registry. This demonstrated that Russian IT platforms possess the maturity to support critically important infrastructure in the global market. The project became the first step in creating Rosatom's comprehensive digital product, which includes not only engineering and power units but also a complete digital ecosystem, including personnel management.

Uniqueness:

Creating a flexible cross-border HR platform. We implemented not just a system, but a unified digital environment for a transnational team.

Digital inclusivity and overcoming language barriers. We transformed the mobile app from a tool for a few into a tool for everyone.

Transition from process-centricity to user-centricity. We challenged the established paradigm of corporate HR systems.

Mobility as the foundation of operational efficiency. For our project, mobility is not an additional option but a core principle.
Used software

To fully cover business processes, we implemented an HR accounting and payroll system as interconnected subsystems:

  • HR accounting and payroll subsystem based on "1C: Payroll and Personnel Management CORP" software

  • "Mobile Application" subsystem (Employee Digital Passport), including employee personal account module and notifications module

  • "1C: Document Management 8 CORP"

Difficulty of implementation

Significant efforts were required to change established processes of interaction between HR staff and personnel at foreign locations.

Implementation occurred under high information security requirements for the system and its components in conditions of elevated risks.

Project implementation required adapting the system to local legislation, as well as localizing the system for non-Russian-speaking users and specialists involved in international construction projects.


Project Description

Rosatom State Corporation's Engineering Division is a global operator of comprehensive projects in nuclear energy. As part of constructing the Rooppur NPP in the People's Republic of Bangladesh, we faced an unprecedented management challenge: creating a unified, secure, and efficient HR environment for 20,000 employees — a multinational team of Russian specialists and local personnel.

Key challenges that determined the solution architecture:

Jurisdictional complexity. The need to simultaneously comply with requirements of Russian Federation and People's Republic of Bangladesh legislation, including tax calculations and reporting.

Cultural and linguistic diversity. Ensuring seamless interaction for teams speaking Russian, English, and Bengali.

Limited resources. High operational load on HR departments with the inability to linearly increase their numbers.

Geographic distribution. The need to provide services to employees directly at construction site facilities, outside stationary workplaces.

Adopted solution and implementation:

A strategic decision was made to implement the project based on the Russian import-independent software product "1C: Payroll and Personnel Management CORP." Our team performed deep adaptation, including:

  • Customization for specific requirements of People's Republic of Bangladesh labor and tax legislation

  • Development of multilingual interface and business logic

  • Creation of mobile frontend — the "Employee Digital Passport" (EDP) application, which became the single entry point for all employees

The "EDP" mobile application transformed personnel interaction with HR services, providing them access to the full cycle of HR operations 24/7:

Personalized information access. Instant receipt of payslips, electronic certificates, and current data.

Self-service. Submitting vacation requests, sick leave, and other applications in a few clicks, with real-time status tracking.

Transparency and communication. Direct access to organizational structure and colleague contacts, increasing operational issue resolution speed.

Routine automation. Built-in workflows automatically route requests to responsible specialists, eliminating paperwork and human error.
